On 21 February 2017, the students and teachers of the School of International Relations had the honor of meeting Deputy Foreign Minister of the Russian Federation Sergey Ryabkov.
Before the lecture, the audience observed a minute of silence in tribute to the memory of Vitaly Churkin, Russia's Permanent Representative to the United Nations, who died suddenly on 20 February 2017. The Dean of the School of International Relations Irina Novikova expressed deepest condolences to the officials and the staff of the Ministry of Foreign Affairs.
In the first part of the meeting, Deputy Foreign Minister Ryabkov spoke about disarmament, non-proliferation and arms control. This lecture was a part of the series of meetings with the leading arms control experts, which are regularly organized by «Strategic Studies» Master degree program. Sergey Ryabkov pointed out that in arms control and disarmament, the main and permanent priority for Russia is the maintenance of strategic stability. On a global stage, Russian Federation is not only supporting the idea of nuclear disarmament but also makes specific steps to make progress towards achieving this noble goal. So, the number of nuclear armament in last 25 years was reduced by five times and the role of nuclear weapons in a Russian military doctrine was reduced significantly.
Deputy Minister Ryabkov has stressed that to assure the principle of equal and indivisible security for all the countries the process of disarmament should have multilateral nature. He also mentioned that discussion of a hypothetical steps towards further reduction of nuclear armaments must address all the factors that affect strategic stability. First of all, that factors are development and deployment of the US unlimited global ballistic missile defense system, development of the conventional strategic systems as a part of Global Prompt Strike concept, possibility of deployment of weapons in Outer Space, the difficulties with ratification and entry into force of the CTBT, imbalance in conventional forces and some other aspects. Without taking into consideration all these aspects and without a multilateral format any further progress towards nuclear arms reduction will be simply impossible.
The Deputy Foreign Minister paid particular attention to the relations between the Russian Federation and the United States of America. He highlighted that Russia is ready for cooperative dialog on arms control and disarmament with all the concerned countries.
During the second part of the meeting, Deputy Foreign Minister of the Russian Federation Sergey Ryabkov answered the questions that the students and professors of the School of International Relations asked.
Sergey Ryabkov was appointed to the Deputy Foreign Minister position in 2008. In the circle of his responsibilities, there are issues of bilateral relations between the Russian Federation and the United States of America, non-proliferation, disarmament and arms control, problematics of the Iranian nuclear program and the participation of Russia in BRICS association.
